On November 8, 2022, California voters approved Proposition 28, known as the Arts and Music in Schools Funding Guarantee and Accountability Act. This measure mandates a new, ongoing program to fund arts and music instruction in schools, beginning with the 2023-24 school year.

Funding Overview

The annual funding for the Arts and Music in Schools program is set at 1% of the K-12 portion of the Proposition 98 funding guarantee from the previous fiscal year.

Key Points of Proposition 28

  • Funding Allocation: Provides additional state funds dedicated to arts and music education, supplementing—not replacing—existing budgets.
  • Source of Funds: Draws 1% from the state’s General Fund allocated to K-12 and community colleges without any new taxes.
  • Use of Funds: Specifically allocated for hiring teachers, purchasing supplies, and supporting arts and music programs.
  • Equity in Distribution: Prioritizes low-income schools to address disparities in arts education access.

Under Proposition 28, 80% of the funding must go toward staffing for arts and music, while the remaining 20% supports professional development, materials, supplies, and stipends for program enhancement. Importantly, Proposition 28 funds must supplement—not replace—current arts and music funding.

School leaders will continue to collaborate with teachers, families, and students to determine the best use of these funds, ensuring they add new arts and music opportunities rather than offsetting existing expenses.
